Position Summary
The primary purpose of this position is to perform a variety of generalists duties under the supervision of the Senior Human Resources Manager in the areas of recruitment and selection, training and development, benefits administration, compensation, and other related areas for HABC employees.
All activities must support the Housing Authority of Baltimore City (“HABC” or “Authority”) mission, strategic goals, and objectives.
Major Duties
- Develops and maintains current knowledge in various human resource areas and in the operations of HABC and its various departments.
- Provides recruitment and selection support for assigned departments. Ensures compliance with city, state and federal laws and regulations for internal and external job posting, advertisements for position vacancies, and interviewing candidates.
- Manages and coordinates the onboarding process for new hires, promotions, and transfers for employees in assigned departments.
- Serves as a liaison between the employee, hiring manager, payroll, and HABC-HR for assigned departments.
- Inputs and maintains employee records in the ADP Human Resources system for assigned departments.
- Completes the processes related to the processing of termination notices received from employees of assigned departments.
- Addresses oral or written inquiries and complaints from applicants, employees, and the public for assigned departments concerning employment issues to promote understanding and acceptance of the personnel policies and procedures. Recommends solutions to a variety of problems and concerns. Assist with the facilitation of monthly new employee orientation.
- Assist Talent Acquisition Specialist with the management of the electronic Performance Evaluation Program for assigned departments.
- Provides general benefits administration support and escalates non-routine/difficult benefit matters to the Benefits Manager.
- Responds to request for compensation data and information on classification and compensation to include job evaluation, salary surveys, job description development, and the performance evaluation process for assigned departments.
- Oversee and monitors requests for Family and Medical Leave ; works with supervisors, payroll and other relevant parties to ensure notifications are received and payroll records are updated correctly.
- Completes the request for unemployment claims for assigned departments.
- Reviews and approves/denies Reasonable Accommodation requests for assigned departments.
- Performs other duties as assigned.
Education and/or Experience
Bachelor’s Degree from an accredited university or college in a related field and a minimum of Two (2) years of progressively responsible experience in human resources. An equivalent combination of education, training, and experience may be considered.

Requirements

- Probationary Period: This is a full-time permanent position. Upon employment, you will be required to serve a 6-month probationary period.
